Ideally, the rug pad should be cut approximately 1-2 inches short of the rug perimeter.
Your rug pad dimensions will be a few inches shorter than the size of the area rug. This is NOT a defect nor is it the wrong item, the rug pads are made this way to avoid causing the rug to have a lip which would get in the way of walking, a door opening etc.
