The locking wheels keep it securely in place when I want it stationary, but it’s easy to roll wherever I need it. This is objectively fairly flimsy, but does the job to store cleaning supplies under the bathroom counter. The bottom layer is too short to store a standard spray bottle, but we were able to replace the legs on that section with wooden dowels from the hardware store to make it taller.
