The second hole allows for an extra inch ruffle at the top. But I used the top one eliminating the extra ruffle because I wanted the full 18 inch coverage on the window.. Susan. Laurinburg, NC. The highly coveted floral pattern has adorned homes since the 18th century. Inspired by Asian plants and Indian textiles, the pattern features hibiscus and pomegrante motifs. Collectors commonly refer to it as the "tobacco leaf" pattern, and it was a fashionable import as fine china. This pattern was the most highly valued of all the dinnerware patterns of the 18th century.
