The instructions say it both cleans and shines though it makes sense to thoroughly sweep then clean the floor with mild detergent and water or the Forbo cleaner first. This mop is the best. With my weak hands it is hard to wring out a regular mop and I did not like the O Cedar with the bucket it comes with.
