The item arrived exactly as described. Attaching the mounting hardware was easy. I did not love the rubber washers on the nails for the wall - they did not compress enough for me to feel confident that the artwork would not slip off of them - so I just pulled the nails out of the wall, removed the rubber washers, and replaced the nails into the walls. Problem solved!
