This is NOT a defect nor is it the wrong item, the rug pads are made this way to avoid causing the rug to have a lip which would get in the way of walking, a door opening etc.

Works great! The rug sticks to the pad and the pad sticks to the ground, and the thickness is just enough to make the rug feel more plush without becoming a tripping hazard.
