I needed to cover a septic clean out pipe by my driveway. It works fine. Just a tad smaller than 12” for sure. It barely fit over the small pipe. But I had included 3 stakes and they helped secure to ground although it wasn’t firmly on the ground level but just made it hard to blow over if windy. I kept it. Good price for this sale. Pros: it is made of cast iron, heavy, which is nice. It was not hard to put together and hook up. It look nice decoratively Cons: when we hooked it up there was a very small leak on the top of the iron spout. Luckily we bought 2 and used the spout out of the other one, will need to return 1 or buy another spout. The holes on the top cap piece, if you lined them up and used the screws it left a small gap, without the screws it laid flat but is loose without the screws.
