Once they reach the edge of the arm, they are unable to plant their back feet (which is how these animals derive their strength to climb) which makes them dangle for a time before giving up and falling back to the ground.  Dogs and large predators alike do not have the front leg muscles to pull their weight vertically without the use of their hind legs.
