You put water in the base and add the ice packs that are included to make the fan blow cooler air. It's not nearly as cool as an air conditioner but it's better than hot dry air blowing when it's too warm out. It comes with 4 ice packs so you can use two and have two in the freezer to switch out. The fan looks really nice and doesn't take up a large footprint. It has given me the ability to put off using the air conditioner a bit. It will also be helpful to blow the cool air around better when I start using the AC. It has multiple settings. The fan has three settings. It's a really nice cooling fan for the price.. Tammy.
