There are 12 hooks on but only 6 hangers (not that you really could hang 12 pairs of tall boots because they really need the horizontal space), so even if you wanted to hang shorter shoes, you can't. I think this would have been better if there were hooks on all 4 'sides' of the center horizontal section, because even staggered, 6 pairs of knee high boots being layered on top of each other take up a lot of room. Better than being on the floor of my closet I guess but I thought it would be a bit more streamlined.
