UPDATE: I was able to fix the lower rails using a drill and a 4mm hex bit. Seems like a solid table now, although like other reviewers say, it is a very small table. So updated from 3-4 stars. I'm unhappy because the assembly is difficult with the allen wrench included. Impossible with that little tool. Also, the lower rails just twist around after the screws are all the way in. For the price of this furniture, I expect better quality. I still have two chairs to put together, and I am seriously dreading it. I'll find the right drill bit and try that. All the pieces came in one box and the box was pretty beat up by the time it landed on my porch. It was a little frustrating to get that into place, but not impossible. $500+ doesn't get you what it used to, but this table/umbrella/chairs will do for at least this season.
