Quarter round is typically placed in front of an existing baseboard and covers the expansion gap required with many floors. It covers over the gap between the floor and the wall. It can be put under cabinet toe kicks where wall base won't fit or at the base of stairs to provide a subtle blend between the floor and the wall or vertical surface.
