Although there is no tougher toolbox, some items could be stronger: the locks, the wheel cam (I replaced it with a stronger custom cam) the handle bar. The first handle bar was a hexagonal aluminum type that got replaced by a much stronger steel type. I ruined the handle bar by pulling it out too fast. I still keep an additional belt around the box when checking it in. I can't afford to loose my tools. With 21 lbs I can only add 29 lbs in tools, otherwise airlines charge for excessive weight. It is tough enough to serve as a seat or to step on it. CH Ellis once had a slightly lower one (8"H) that they unfortunately discontinued in a time when airlines lower the maximum weight for checked luggage!
