little effect

my dog shows little attention to the fence. In some places it does not even beep and when it does she just looks around wondering what the noise is. the shock on high is ineffective to her. She is a medium size curr and generally a smart puppy of about 44 pounds. I am completely disappointed in the results. The fence doen't keep her confined at all.
