I have found no mention anywhere of this kits ability to punch out washers by cutting the inside and outside at the same time. However, this tool does make washer in a single operation. There are 3 places to attach cutters to the handle. The inner one holds the 3, 4, 6, 8 10 mm cutters, the middle holds 12, 14, 16, 18 20 mm cutters and the outer holds the 22, 24, 26, 28 30 mm cutters. You can mount a cutter on each of the three places at the same time. The only thing that doesnt work is to put cutters on that are only 2 mm different in diameter, like the 20 22.
